Kansas Governor Laura Kelly is saying any reopening of non-essential businesses will be a gradual process.

Kelly says she is working with local leaders on identifying conditions that will make it possible to reopen.

The governor says factors in reopening will include a 14-day decline in new COVID-19 case numbers, testing, hospitalization numbers and the amount of personal protective equipment supplies.
